Strong's is too "old"?
How about the UK used text by Ditchburn "Light"?
For the practical, there's "Contemporary Optics for Scientists and Engineers", which features matrix methods.
bc endured the UCB text, Jenkins and White
Don't forget Strong, J. & White, Drude, B & W, Landau & Lifshitz, et alia. are free from internet archive(s).
