I think not; only a function of the speed at the equilibrium point.
e.g. pendulum: A(max.) = speed(max)/ sqrt.(gL) [simple pendulum & small angle approximation]
not speed = A(zero) * omega * (-sine(omega*t), as claimed by an horologist.
