Unfortunately, the data doesn't appear to be normalized for self selection, i.e. perhaps the poorer students are not taking physics in successive years. However, there is one exception, which must be explained. Normalization, can be attempted by knowing the science class sizes and the total student population. This may explain the "outlier". Furthermore, my caveat also may apply to the state's data graphed at the bottom of Dean's STAR Blog.

p.s. I have discovered student numbers are available on the CSDOE site. I'll attempt a further analysis depending on the comments I receive.
