iweb is included in OSX now.

Both Pages and Keynote also have sound capability and may be exported to a web site.

The Adobe apps. (GoLive , Dreamweaver, etc.) also, but rather more learning required.

Word will create pages also, I haven't tried sound tho on my old (eleven years) version.

Others on this list are much more adept at this than I.

p.s. Even Acrobat has video and sound capability! (Add to your PDFs.)
