It's a Byte Order Mark
http://en.wikipedia.org/wiki/Byte_order_mark

Any mail-reader designed since the Pleistocene should know what
to do with it.

My suggestion: Continue sending things as they are now.
Ignore complaints from mailers that can't cope with unicode.

Not all Unicode uses BOM.
