It's an observation that only someone totally ignorant of the ID propaganda
machine wouldn't know about, or someone sympathetic to the far right

Evolution as not a fact, just a theory, is the standard ploy of
creationist institutes like the Discovery institutes. All of science
knowledge
consist of models and theories but when "the not a fact" assertion
for evolution is promoted this generally means a creationist agenda.
