Then compare it with many of the things that I have pointed out. But
remember that if you already have a belief, evidence often causes you to add
more qualifiers so as to confirm that belief. Psychologists have shown that
presenting research based evidence often hardens beliefs, rather than making
people change their minds.

The paper is very complete with references to relevant research. If only
policy makers could read and understand it. But it seems that the situation
has to worsen before the public is up in arms. And of course the policy
makers generally send their children to prestigious private schools which
are exempt from high stakes testing, and teacher mandates!
