It won't get "sucked up" or "rained out" to any significant
degree.

The _storm surge_ is vastly more significant in this context.

Huge quantities of oil could be moved inland and then deposited
by the storm surge associated with a hurricane.

No containment boom on earth can prevent this. Not to mention
the fact that the existing booms are not being properly deployed
or tended.
