...And on the ground, the software folks who deal with such signals
appear to make allowances for the way the speed of light appears
to vary (with a varying path length through the atmosphere)
doppler effects coming and going, relativistic effects coming and going,
though the caesium clocks in the satellites are pretty comfortable about
their apparent stability....
