Feynmann certainly leaves the impression that one can.

As my correspondent (who once was Feynman's grader) asks:
What does he say to leave that impression? He gives the explicit transformation equations, so simple algebra should demonstrate the impossibility of transforming pure electric into pure magnetic or vice versa.
