Can we also talk about redistributing loss? Wealthy industries have for a long time been discharging their wastes (CO2 especially) into the environment, where now the public is expected to clean it up. Isn't this a form or redistribution of (negative) wealth?

The world would love to know about a solution that doesn't (in your eyes, at least) redistribute wealth. Do you have one?
