Redistribution of wealth happens all the time. When tax and other government policies are changed there often is a redistribution of wealth that goes along with those changes. Sometimes wealth is redistributed upward from those with less wealth to those with more, as it was for much of the previous Administration here in the U.S. And, sometimes the redistribution of wealth is downward from those with more wealth to those with less.
Incentives to move to cleaner energy are likely to result in some redistribution of wealth. However, I think much of that redistribution will take place within the framework of capitalism. There are those entrepreneurs who will seize the future, and those who will remain stuck in the past. Those who seize the future will come out ahead, and those who remain stuck in the past will fall behind.

This crisis will require us to get serious about transforming our energy
technologies and implementing serious energy conservation measures or we are
headed for a global disaster, the likes of which we have never seen before
in our short time on this planet. I am not at all optimistic that our
world dominated by global capital has the capacity to even begin to make the
needed changes.
