I keep expecting someone to question students' ability to make sense of the
textbook AFTER they have passed the course (as opposed to while they're
first trying to learn the material).

To what extent do you think the successful student should be able to revisit
the textbook several semesters later and successfully look up something and
apply it?  Viewed from this perspective, the textbook becomes a test of
understanding rather than a teaching tool.
