p.s. don't worry about how the stress is applied, only that it is
perpendicular to the end face, always.
In the case of a pneumatic cantilever - the tension preload
is the reason that the beam can withstand an end load at all,
so that in this case, answer 1 is yes, and answer 2
is (I guess) yes
