Well, if he made it to the MIT faculty, however briefly, he can't be all bad. But I would have preferred comments on why these prticular projects are viable at this time, rather than emphasis on the potential payoffs.
After all, the payoff for a working anti-gravity machine, would be stupendous, but I wouldn't spend a nickel on a proposal to design one at this time - at least, not without a lot more detail.
