Are you saying that that my reading is wrong, that the USGS is saying something else, that happens to be correct?
Or are you saying that my reading is correct, that the statements 1) and 2) are also correct?

Lucid prose is not a bc specialty - he is addicted to a certain shorthand/telegraphese, I believe.

Suppose a gravitational attraction were all due to the Moon,
we would expect to see a high tide at the near surface of the Earth, and another high tide at the far surface of the Earth. As it is, we expect the integrated effect of the Solar system, Mostly Moon and Sun, to provide a modulation in the tidal amplitude and phase. Then again, we expect the sea masses and their connectivity to provide a variety of sloshing effects. And the tidal heaping has a transmission time which delays tides with respect to the direction of greatest gravitational influence.
That's my understanding, at least.
