Yes.

If you want the strobe to flash at about 60 Hz the circuit is
very simple indeed.


For added excitement, get one of those Siamese-twin LEDs (red
in one direction, green in the other) and hit it with AC to
produce yellow. Then if you swing it through the air, the eye
perceives a dashed line, alternating red and green.
