This is the fifth batch of RTQs, so it consists of the previously
released items (from the 2003-2006 tests) plus 15 items from the 2007
test. The operational form given to students each year consists of 60
"live" questions and 6 field test items. Given the logistical
restrictions involved with RTQs, I would say that this year's set
approaches the variety and scope of an operational form, but isn't
quite there yet. Next year's batch will be even better in that regard.

For long-time critics of the STAR Test items, I will add that one
question included in previous RTQ sets has been retired. The CDE is
not entirely deaf to item criticism.
