Is so; the potential is understood for the cell / batt. type. e.g. UPS batt*. 12 V X 12 Ah = 144 (J/s) X 3600 s = ~ 518 kJ
* On which is written: 12 V 12 Ah [some even give the discharge rate for the rating.]
