We are starting to have to this as well. And it's a pet-peeve of mine.

When I was in college any social science course taught by a social
science department satisfied the social science gen. ed. Requirement.
This is as it should be IMO. The idea being that if the course wasn't
rigorous enough to satisfy a gen. ed. Requirement then it shouldn't even
be a course in the University. A reasonable approach IMO, that
minimized time wasted on bureaucratic procedures and paper-work.

I'd add that I do not think that my college education was any worse than
what is available now days; despite not having benefitted from all the
oversight assessment committees.
