Only true for the junior grades where the statutory attrition is negligible. So the rule for grading junior officers actually makes some practical sense because a bad fitness report at the beginning of a career can make the whole career a dead end.

Just goes to show you that Garrison Kiellor's adage about all the
children of Lake Woebegon being above average must be true.

I also found the same to be true while I was in the Navy. On our
semi-annual evaluations, 90% of the officers were in the top 10% of
their cohort.

Amazing. We were all a whole lot better than I thought.
