From a statistical point of view +/- 2 points is significant, provided
the tests are comparable from year to year.

The problem is that questions change from year to year, but I think the
test makers are supposed to "normalize" the tests so that they are
comparable from year to year.

I am seeing all this wonderful news of an increase in the average SAT
from 518 to 520. Am I wrong or is this nothing hype. Isn't a change
of 2 points in the noise?
