Have you tried truck rental agencies, or mini-storage operations?
They often sell all sorts of paraphernalia for moving and that could
well include the 3" tape you seek.

I recently found a source of inexpensive (relatively speaking) cut
newsprint which we need for our spark tables at a mini-storage place.
The table manufacturer wanted four times as much for the same stuff.
