And such is a legitimate role of government when such action is for the
'greater good' of the governed. Of course the problem is that determining
the greater good is not so simple, especially in democracies where the
majority is not always 'right'! ;-)


Rick Tarara gives us a clue when he suggested such social engineering
techniques as "oppressive parking fees" and "tax incentives" that just skip
education and go right to the use of force by government bureaucracies.
