The desirable  electrode not to be included in the reaction is Pt.   If
cost is a consideration I suggest trying carbon and nickel.

This reminds me (already posted) how I made a battery charger using
baking soda electrolyte and an Al electrode, the other was the carbon
rod from a large Le Clanché cell.  I understand the Al became anodized
on half the cycle and "unanodized" the other, thereby, acting as a
rectifier.
