Mark,
The 3K background radiation comes from a time when the universe
cooled enough to become transparent about 3000K if it hadn't been expanding
the sky would be giving off 3000K black body radiation. Of course this
presupposes that the universe was created in the big bang.
This is not the classic explanation, but it is consistent with
modern cosmology.
