SR says that c is the same for all inertial observers. What
happens when the observers are not inertial?


Einstein's second postulate was meant to apply only to inertial
frames. In general, for hyperbolic motion in SR, i.e., for
uniformly accelerated motion, the coordinate velocity of light
can be greater than, equal to, or less than c.
