The tidal power plant takes energy from the relative motion of water - vs -
ground. It is "sort of" analagous to a collision in that the two objects
are brought to an intermediate momentum (whether it be linear or angular
is not really important) value and energy is released in the process.
It is the same effect that friction has, only the energy is controlled and
extracted.
