I can imagine that just fine.  I can draw a diagonal line
on a spacetime diagram and assign to each point on this
line values of the electromagnetic field that satisfy the
Maxwell equation.  Indeed it would be quite hard to imagine
any possible mechanism for light traveling at any speed
other than c.
