The dark region between the double rainbow is simply a region that is
impoverished in scattered light.

A nice reference for this is:

Light and Color in Nature and Art by S. J. Williamson and H. Z. Cummins,
pages 425 - 428 (and color plate 33).
Interesting note: "The region between the primary and secondary bows is
darker than the rest of the sky and is called "Alexander's dark band" after
the Greek philosopher Alexander of Aphrodesia who first described in around
200 AD."
