In order to accelerate the water horizontally (i.e. to match its
horizontal speed to that of the rail car), a force must be applied to
the water. I would expect that normal force from the side of the car
would provide such acceleration, and the "reaction force" (normal force)
of the water acting on the side of the car would effect the change in
the speed of the rail car.
