Agreed, it would be safer, but I bet there would be protests when the water
gets everywhere, thus impeding the motion of the other entries.  Also,
ignition would be an issue here too, and I don't think it could be solved
with a hammer like a CO2 cartridge can.  If it would work in this situation,
I do think it would make for an excellent propellant, and reusable too.
