Respectable or disrespectable, they are a nation, and as such have
the resources and can get the people to do the necessary work without
having to hide it from any but prying foreign eyes. Terrorists have
to hide it even from the locals, if only well enough to give the
local authorities "deniability."

I agree with Mike. They can get a lot more bang for their buck with
more mundane methods.
