I would like to point out that we can learn some applied physics from
other major players in the AC generation and distribution game besides
USA/Canada. One of the world's major TSO's is UCTE, the Union for the
Co-ordination of Transmission of Electricity, which covers Europe from
Lisbon to Bucharest, from the Mediterranean to the Baltic.

The UCTE website <http://www.ucte.org/> has plenty of interesting
technical information mixed in with the geopolitical stuff, accessible
from the menu bar "About Us, Our World, Statistics, Publications". You
can use Google to help navigate the UCTE site, too.

Like NERC, UCTE also has an Op Manual in progress, available at
<http://www.ucte.org/pdf/Publications/2003/OH-Transforming-Introduction-Glossary-P1-P2-P3V-2003.07.02.pdf>.

I'm wondering if it is any more or less challenging to sync their 50 hz
grid, compared to our 60 hz flavor, but I've been too busy to ponder it
much.
