Absolutely not!  Q is not inside the system.  It is done _to_ the
system.  Q is not analogous to wealth, internal energy is. One can do Q to
increase E or one can do W to increase E.

Q & W are both work!

For Pete's sake (BTW who is Pete?)  look at the First law ie the
work/energy theorem:

  Q + W = dE.
