l suspect it is the increased distance that Jupiter away from us.
A longer base line would allow greater precision. How does one get a hold
of (gr-qc0206022)?

On further reflection I suspect the important parameter in this
measurement is the radial gradient of Jupiter's gravitational
field. The Shapiro delay will be different for different radio
antennae at different global locations. A picosecond is about
0.3 mm (expressed in terms of length), emphasizing what a tough
measurement this will be!
