How about this case???
Two hollow metal containers of equal size are connected by a pipe
containing a valve in the closed position. One of the containers
contains a gas at atmospheric pressure and the other container
contains a vacuum.

When the valve between the containers is opened, the volume
of the gas is doubled. Is work being done in this instance??
