And that is probably because the "customer" is almost never the
person picking up the tab. I suspect that the recipients of the
original GI Bill had a much greater appreciation of what they should
be getting, even though someone else was paying a good portion of the
tab. Maybe what we ought to be doing is sending everyone to a war
somewhere for a couple of years before we let them into college.
