Right, it's the PD applied LENGTHWISE to the wire. It takes a tiny PD to
drive the charge flow against the small resistance of the copper.

An effective PD of 120 volts will create a constant
effective drift velocity.

If you put 120V along a wire, you'll tend to get a flash and a bang, and
some copper vapor.
