Ventura, California (served by Edison International, formerly Southern
California Edison):

$0.13009 per kWh all year for baseline usage (varies by household but
typically 250-400 kWh);
$0.15157 per kWh for usage up to 130% of baseline;
Higher rates per kWh (up to about $.20) for additional usage.

If you think that's high, ask someone in San Diego or Hawaii, where rates
(esp. in Hawaii) are probably four or five times higher still. (My
understanding is that virtually 100% of Hawaii's electrical energy
originates from oil-fired power plants.) Some of the less-expensive tourist
hotels in Hawaii have signs in the rooms stating the cost per
kilowatt-hour, and asking guests to be careful with their usage. (Oh rats,
now you know where I've stayed! :-)
