I think the wax is to keep the tape dry, and therefore, a good insulator.
Try any old roll of paper. If I'm correct, and it suffers from problems of
conduction, dry the tape in an oven -- don't start a fire -:) !

When I was a kid I made a Jacob's ladder with a model T spk. coil, and
punctured various objects with the spark including paper. ( When I aged, I
graduated to neon sign transformers and glass plate and Al foil caps.!!)
