component to it's tides. It's the PHASE of the correlation that seems
to vary wildly.

Yes there is an M2 component in most tides (not all) but there are some
70-700 other components as well -- the result is that high water does not
always occur at 12.4hr or in fact any other regular interval. And as you
say there is usually no phase correlation.
