Doesn't it depend on whether we define tides as a daily rise and fall of sea
level? The moon would probably have small solar tides every couple of Earth
weeks, but no Earth tides, since the Earth is always in approximately the
same place in the lunar sky.

I would think the earth would create tides on the moon.

If the moon had water, would it have tides?
