You adjust the width of the blade(s) on the rotor to choose whether it s
make-before-break or not.

The mechanism found in garden-variety toggle switches is basically unsuited
to the make-before-break application.

It would be straightforward to repackage a rotary switch so it looked and
acted like a toggle switch; just turn it 90 degrees and put a long lever
on the handle.
