However one feels about the way Congress acts, your statement is a
negation of the way the US government is structured. The US is a
republic, it is not a democracy. To say that the taxpayers should have a
vote in every appropriation is to propose changing the entire structure of
the country. Is this what you want?

Oh my heavens folks, let us keep some control on our boundless cognitive
thought:

No one said that "every appropriation" should be by popular vote. Three
outrageously expensive projects were singled out: Moon trips, SSC, and the
Hubble. The president today is gallivanting about seeking public support
for his proposals.. I wish the then president had spent at least one
Saturday broadcast for the SSC etc

Just because these are not a major percentage of the federal budget, is no
excuse to be freely spending my money on them. It has been said something
like a billion here and a billion there and after awhile it gets into a
substantial amount. This is not the forum to deal with other major
governmental boondoggles and it is true that the Moon shots and the SSC
could be stopped without major outcry -- alas they were not seen as federal
entitlement programs --- except by scientists.
