Actually isn't that around the upper limit if gasoline could
be 100 % converted to mechanical energy.

No. My sub compact can make 43 mpg (US) and it uses low octane fuel
so its thermodynamic efficiency (dependent as it is on
compression ratio as a surrogate for T high) cannot be more than
30%
A limit of 43 X 100/30 = 143 mpg is in the ball park for my 1400 cc
engine. There are vehicles which compete in fuel economy
competitions that make considerably more than 1000 mpg.
(that's three zeroes....)

The usual measure for gasoline reciprocating engines is
pounds per HP hour in customary units - it doesn't get much better
than 0.4 lb/HP.hr in practice.
