long-lasting that I despair of our ever being able to do it.

That is exactly what I mean, until something really devastating
occurs I don't think we can get a national commitment. A lot of
noise is made about changing education, but I don't think there is a
serious national approach. We can do what we can do in the
classroom, but there is so much more that could be done and
should be done.
