If we convert N1 into a definition of an inertial frame
it will be something like his.

An inertial frame is that one in which a forcefree body
is either at rest or is moving with uniform velocity.

To test whether a frame is inertial or not I must have
a forcefree test body. This can be done only if I remove
it far and far away from all objects. But without objects
in the neighbourhood you have no means of determinig its
state of motion. Thus by ensuring the testboy is forcefree
I am automatically loosing the means of determinig its
state of motion.

How can we consider that N1 is definition of an inertial frame?
