42 volts is about the max. "safe" or not unpleasant voltage.  True, 115 is usually not lethal, but always unpleasant.  It is much more convenient to repair an auto while powered.  Weight is not a
problem, so 400 Hz. is unnecessary and 400 Hz. is considerably more audible.
