Correct.  Specifically, the "practical difference" Bill asked about is:

If you unsubscribe/resubscribe to Phys-L, you have to wait (usually a
matter of hours) while your new subscription is approved, and then you
have to receive and respond to a confirmation message.

Using mail/nomail, the requested membership actions occur immediately
and without further effort on your part.

Obviously it's not a huge difference, and not much of a time-and-effort
penalty for anyone who chooses the less-elegant brute force solution :-)
